(b) promoting the education (including social and physical training) of persons under the age of 25 years who or whose parents or guardians are or have been resident in the said area for a minimum of 5 years prior to the application and who have attended for at least two years prior to the age of 16 any local school in or substantially serving the said area and who are in need of financial assistance.
