the benefit of children or young persons resident in the benficial area who have for not less than tow years at any time attended a public elementary school, 1. the maintenance of exhibitions for the purposes of instruction higher than elementary; 2. awarding maintenance allowances each of a yearly value of not more than $10 for purposes of education higher than elementary; 3. payment of fees, cos of books and instruments, and if necessary the travelling expenses and cost of maintenance, to enable beneficiaries to attend any evening schools, day or evening classes or courses of instruction.
