(1) in promoting the education (including social and physical training) of children, resident in the former borough of brentford and chiswick as constituted immediately before the 1st april 1965, who are in need of financial assistance; (2) to apply the income in or towards special benefits of any kind not normally provided by the local education authority for any school in the maintained sector attended by such children as may from time to time be agreed between the trustees and the governors of the school concerned after consultation with the said authority.
