the provision of secondary school exhibions, technical exhibitions, teacher's training exhibitions, university exhibitions or maintenance allowances as in the scheme provided, to be awarded to children or young persons who have for not less than one year at any time attended public elementary schools and who have been born either (a) in london or within 75 miles of the royal exchange of parents one or both of whom shall have been born in westmorland; or (b) elsewhere of parents one or both of whom shall have been born in westmorland and shall have resided within 75 miles of the royal exchange for at least one year immediatelly preceding the date of the award.
