to promote the material, physical, mental and spiritual welfare of people who have difficulty in attaining or are unable to attain a normal standard of education training and general ability and capacity by or through oridinary methods of education or training and who are in need of help or care by the provision of special training sheltered employment or occupation or other appropriate means (for further details see clause 2 of the trust deed).
