to promote for the benefit of the inhabitants of cheetham hill within an area of two miles radius from old cheetham hill library, cheetham hill, in the city of manchester without distinction of sex or of political or religious or other opinions by associating the local authority's voluntary organisatons and inhabitants in a common effort to advance education and provide facilities in the interets of social welfare for recreation and leisure time occupation with the object of improving the conditions of life of the said inhabitants.
