the relief of handicapped and disabled persons by assisting the local aurthority, govt. departments and voluntary organisations in one or more of the following ways:- (a) in the investigations of the need for help of whatever kind required by the handicapped and disabled for the welfare of the handicapped and to encourage all activities beneficial to theri physical and mental well being, (c) to undertake to do all such other things as may be conducive to the welfare of the handicapped and disabled persons in the metropolitan district of leeds.
