the objects of the charity shall be to relieve elderly persons and mentally ill and physically handicapped persons living in the parishes listed in the schedule to this constitution (hereinafter called the “area of benefitâ€) by the provision of facilities in the interests of social welfare for recreation and other leisure time occupation with the object of improving the conditions of life for such persons and for the provision of meals for such persons who are in need whether financially or otherwise.
