to advance the education of the public in drama and its appreciation, in particular by the appraisal of new scripts and the promotion of works of high literary merit of new english drama in all its aspects by literary competitions and the presentation of public performances and by such means as the trustees shall from time to time decide, provided that the trust shall not accept or otherwise promote the work of any person who at that time is a trustee or member of the reading panel or has been at any time during the preceding three years.
