"(a) to promote the benefit of the inhabitants of york and north yorkshir (hereinafter called ""the area of benefit"")without distinction of sex or political, religious or other opinions by co-ordinating voluntary organisations, play groups, student groups of colleges and universities and inhabitants from the area of benefit in a common effort to provide facilities in the interests of social welfare for physical recreation and leisure time occupation with the object of improving the conditions of life for the aforesaid. (b) to advance the physical education of boys and girls under the age of eighteen and of students of colleges. (c) to relieve handicapped children in the area of benefit and in particular to provide, manage and maintain a facility for the mental and physical recreation of handicapped children who can by the provision of such specialist equipment and design be able to undertake activities under safe conditions and with teachers and coaches trained to cater for the special needs of such handicapped children."
