(a) to help and educate young people especially, but not exclusively, through their leisure-time activities to develop their physical, mental and spiritual capacities so that they may grow to full maturity as individuals and members of society and that their conditions of life may be improved. (b) to advance education and relieve need among young unemployed persons through the provision of work experience and of such training facilities as will enable such persons to acquire and develop vocational skills.
