to promote the benefit of the inhabitants of manchester and the neighbourhood and in particular those of baluchistan origin without distinction of sex or of political religious or other opinions (a) providing facilities in the interest of social welfare for the recreation and other leisure-time occupation of such inhabitants and to help and educate young inhabitants through their leisure-time activities so as to develop their physical mental and spiritual capacities that they may grow to full maturity as individuals and members of society and that the conditions of life for both inhabitants and young inhabitants may be improved; (b) relieving such inhabitants primarily those of baluchistan origin who are in conditions of need hardship or distress in particular, but not exclusively by the provision of (1) an advice and information service dealing with questions of housing, employment, welfare rights and immigration and similar problems and (2) facilities to promote their health (including the provision of translators and interpreters at hospitals and surgeries). (c) advancing the education of the inhabitants primarily those of baluchistan origin in particular concerning the baluchy culture. (d) establishing or securing the establishment of a cummunity centre and managing and co-operating with any statutory authority in the maintenance and management of such a centre for activities promoted by the association in furtherance of the above objects.
