Objects:

(a) award of scholarships and bursaries tenable at a county school to children who are not over 13 years of age and who, or whose parents have been resident in the beneficial area for the preceeding two years, and who are and have for not less than three years attended a public elementary school. (b) maintenance allowances to older persons born or resident for the three preceding years in the beneficial area who desire to continue education at an institution of further education
