Objects:

the function of the council, which acts in an advisory capacity, shall be:- a. to ascertain the needs of industry and commerce for technical, commercial, and art education in the counties of lancashire, cheshire, cumbria, derbyshire, west yorkshire, merseyside and greater manchester and to advise local education authorities in membership so that they can make the necessary provision for courses in their establishments of further education. b. to co-ordinate the work of the region to ensure adequate educational provision. c. to enable neighbouring authorities and industry to be fully aware of the provision in all parts of the region, and to be informed of new developments. d. to facilitate the dissemination of information regarding the provision of special courses in higher technologoy to colleges and industry and to facilitate the attendance at these courses for students from all parts of the region. e. to provide a channel for a join approach by local education authorities and industry in the region to the ministry of education, other government departments and national bodies generally. f. to secrue the establishment of courses for technical, commercial and art teachers to enable them to improve their technique of teaching and keep abreast of modern developments. g. to consider such other matters falling within the field of further educaton as the council may from time to time decide.
