income to be applied in either or both of the following ways;(a)in or towards providing such special benefits of any kind not normally provided by the local education authority or where that authority has implemented local management of schools in consequence of which the budget has been devolved to the head teacher and the governors of the school concerned such benefits shall be of a kind not normally provided for in the budget for any school in the area of benefit as may from time to time be agreed between the governors and the governors or the head teacher and the governors of the school concerned;(b)in promoting the education (including social and physical training) of persons under the age of 25 years who are resident in or who have a parent or parents resident in the area of benefit and who are in need of financial assistance in all or any of the following ways or in such other ways as the governors think fit. for further details see clause 29 of scheme.
