the scheme of 19th september 1899 provides in clause 2 that the yearly sum of $30 shall be applied in the advancement of education as follows:- (1) $5 a year may be applied towards defraying the cost of the maintenance of any public elementary school in radcliffe-on-trent. in so far as the said sum of $5 is not applied in any year the sum shall be applied in one or more of the ways prescribed by sub-clause (2) of the clause.
