to provide scolarships, bursaries and other financial assistance to beneficiaries, not normally provided by local education authorities, of either sex who have not attained the age of twenty-five years who are, or have at any time been, in attendance at the ripon county grammar school, or were formally at any time in attendance at either the former school of the foundation or the ripon high school for girls, and who in the opinion of the governors, are in need of financial assistance.
