i) to advance the education of persons in the ne of england (the country councils of cleveland, durham and northumberland; the metropolitan borough councils of gateshead, newcastle upon tyne, north tyneside, south tynside,south tyneside, sunderland; east cumbria) and its environs who have attained the age of fifty years or who have retired from full time employment. ii) to provide or assist in the provision of, facilities for education, recreation or other leisure time occupation for persons who have need of such facilities as aforesaid by reason of their age or social or economic circumstances with the object of improving the conditions of life for the persons for whom the facilities are primarily intended.
