Objects:

(1) the trustees shall apply the clear income and at their discretion, the whole or part of the property of the charity in relieving either generally or individually persons who are in conditions of need, hardship or distress as a result wholly or partly, of an industrial accident occuring in the area of the south staffordshire and cannock chase coalfields, in the counties of west midlands, staffordshire and hereford and worcester in the course of the extraction or processing of minerals. 2. if and in so far as the clear income of the charity in any year is not required for application by the trustees in accordance with the provisions of the previous sub-clause hereof the trustees may apply the same in relieving either generally of individually persons resident in the area of benefit who are in conditions of need, hardship or distress.
