for the purpose of promoting the spiritual material and mental welfare of persons (beneficiaries) who are mentally handicapped and thus have difficulty in obtaining or are unable to attain a normal standard of independence by reason of their disability and who are in need of help or care by the provision of special training sheltered employment or occupation or other appropriate means and in particular (but without in any way limiting the generality of the foregoing) by the purchase or the provision of homes or other places of treatment education or accommodation of such persons by making grants of money clothing or otherwise to or for the benefit of such of those persons as are in necessitous circumstances by arranging for them to be visited in hospitals or other places where they are from time to time residing or undergoing treatment or by arranging holidays for them.
