Objects:

(a) to relieve in the borough of spelthorne the condition of physically or mentally disabled persons suffering from paraplegia, tetraplegia, multiple sclerosis or other chronci and disabling condition or illness by the provison of home-care attendants for such persons or (b) at the discretion of the management committee to provide such hom-care attendants for such disabled persons living alone.
