(a) (i) the preservation and safeguarding of the health of all persons, and in particular of young persons, who are in danger of becoming or who are in fact addicted to or dependent upon drugs of any description, alcohol, solvents or other addictive substances. (ii) the provision of information and counselling for such persons and their relatives.
