the relief of poverty, sickness and distress amongst persons within the county of dorset and surrounding areas (hereinafter referred to as “the area of benefit”) who are suffering, or at risk of suffering, from misuse or addiction to alcohol, narcotic drugs and other similar substances or compounds of potential or suspected danger to the individual and the community or both; the prevention of such misuse or addiction or both through the provision of education and training for professionals and volunteers in the field, and the advancement of the education of the public in the area of benefit about the incidence and effects on society of the use and abuse of and dependence upon such substances.
